काठमाडौं, २६ जेठ । राष्ट्रिय सतर्कता केन्द्रले नेपालका केही प्रतिष्ठित परामर्शदाता कम्पनीहरुमा गरेको एउटा पत्राचारले परामर्शदाता क्षेत्रमा खैलाबैला मच्चिएको छ । हेलो सरकारमार्फत प्रधानमन्त्री कार्यालयमा गरिएको उजुरीका आधारमा सतर्कता केन्द्रले बीडीए, फुलब्राइट, इटेको र जेड कन्सल्टेन्सीमा पत्राचार गरेको बतान्छ । पत्रमा आशयपत्रमा प्रस्तावित जनशक्तिको सट्टामा कम योग्यताका जनशक्ति राखेर काम गरेको भन्ने उजुरी परेको ब्यहोरा उल्लेख छ ।

सतर्कता केन्द्रले पत्राचार गरेका कम्पनीहरु नेपालका प्रतिष्ठित कम्पनी मानिन्छन् । यी कम्पनीहरुले कुनै पनि काम पाउनका लागि रोजगारदाता वा नियोक्तासंग अवाञ्छित तवरले गोप्य कुराकानी, संझौता, सहमति वा लेनदेन गर्दैनन् । मेरिट बेसिसमा काम पाए ठिकै छ, नभए अर्को काम खोज्ने गर्दछन् । धेरै काम नखोज्ने, पाएको काम समयमा सम्पन्न गर्ने यी कम्पनीहरुको कार्यशैली रहदै आएको छ । सतर्कता केन्द्रले पत्राचार गरेको बीडीए सन् १९७४ मा, फुलब्राइट सन् १९८६ मा, इटिको १९८७ र जेड कन्सल्टेसी २००१ मा स्थापना भएर गुणस्तरीय काम गरिरहेका कम्पनीहरु हुन । सतर्कता केन्द्रको पत्राचार हेर्दा ‘कहिं पे नजरे,कहिं पे निशाने’ जस्तो देखिन्छ ।

पप्पु इआरएमसी त्रस्त

सतर्कता केन्द्रको पत्राचारले नेपालको परामर्शदाता क्षेत्रमा पप्पुको नामले चिनिने इआरएमसी कम्पनीमा पनि झस्केको बताइन्छ ।  सबै शक्ति केन्द्रमा पहुँच पुर्याएर गोप्य लेनदेनका आधारमा ठेक्का पट्याउने, कम गुणस्तरको काम गर्ने, समयमा काम सम्पन्न नगर्ने कम्पनीलाई नेपालमा पप्पु कम्पनीको नामले चिनिन्छ । पप्पु कन्स्ट्रक्सनद्धारा निर्मित कमला नदीको पुल सम्पन्न नहुँदै भाचिए पछि यो नाम निर्माण क्षेत्र गैरव्यवसायिक आचरण र कमजोर गुणस्तरका लागि प्रयोग गरिंदै आएको छ ।

सन् १९८६ मा स्थापित इआरएमसी विगत केही दशकदेखि नेपालका पूर्वाधार आयोजना, जनशक्ति विकास तथा व्यवस्थापन,प्राकृतिक स्रोतको आँकलन,संरक्षण र उपयोग जस्ता बहुविधाको परामर्शमा सरकारी टेण्डरको पुरस्कार झण्डै एकलौटी पार्ने कम्पनीमा पर्दछ । परामर्शदाता क्षेत्रका कम्पनीहरु इआरएमसीले आशयपत्र भरेको वा टेण्डर कागजात पेश गरेको कुनै पनि प्रतिस्पर्धामा अरुले भाग नलिएपनि हुने बताउछन् । उनीहरुका अनुसार काम पट्याउन गोप्य डिल गर्ने कलामा उनीहरु माहिर छन् । उनीहरुले सरकारले आह्वान गरेका यति धेरै टेण्डरहरु हत्याएका छन् कि उनीहरुको जनशक्तिले काम गर्नै भ्याउदैन र कुनै पनि काम समयमा सपन्न गर्न पनि सक्दैन । यो कम्पनीले सस्तोमा काम गर्न आशय पत्र वा टेण्डर कागजातमा उल्लेखित गरिएका विदेशी वा स्वदेशी अति योग्य दक्ष जनशक्तिको कामको भार घटाएर कम दक्ष जनशक्तिबाट गराई नाफा कुम्ल्याउने गरेको छ ।

यो कम्पनी ऊर्जा,जलस्रोत र सिंचाई मन्त्रालयको त ज्वाइँ भानिज नै भएको छ । सो मन्त्रालयबाट गरिने परामर्शदाताको कामको लगभग ८० प्रतिशत काम यसैले पाउने गरेको छ । त्यसबाहेक पूर्वाधारसंग सम्बन्धित निर्माण तथा यातायात, शहरी विकास, खानेपानी, पर्यटन मात्र हैन पालिकाहरुको भूउपयोग, स्रोत नक्सांकन,भौगोलिक सूचना पद्धति, जनशक्ति व्यवस्थापनका विषयमा पनि इआरएमसीले अरुलाई ढिम्किन दिएको छैन । विगत केही बर्षका परामर्शका टेण्डरहरु पुरस्कृत हुने कम्पनीहरुको सूची निर्माण गर्दा इआरएमसीले ऊर्जा,जलस्रोत र सिंचाई मन्त्रालयका झण्डै ४० वटा ठेक्का पाएको र ती मध्ये विद्युत विकास विभागको मात्रै ३० वटा आयोजना हत्याएको पाइएको छ ।

इआरएमसीले आशय पत्र र टेण्डरमा विषय विज्ञको नाम र योग्यता राखे पनि फिल्डमा काम गर्दा भने एकै इन्जिनियरलाई, सिंचाई भवन, खानेपानी, हाइड्रोका परामर्शका काममा लगाउने गरेको पाइएको छ

ज्लस्रोत मन्त्रालयमा गरिएको एक पुनरावलोकनमा इआरएमसीले २ बर्षमा सक्ने सम्झौता गरी १० बर्षसम्म काम नसकेको पाइएको थियो । त्यसबेला इआरएमसीले विद्युत विकासका २४ वटा ठेक्का ओगटेको र २४ वटै आयोजनाका ठेक्का उसले तोकिएको समयमा नसकी अलपत्र पारेको भेटिएको थियो।
उदाहरणको रुपमा विद्युत विकास विभागले इआरएमसी र हाइड्रो कन्सल्टको जोइन्ट भेन्चरलाई शिवाखोला २६.९५ मेगावाट जलविद्युत् आयोजनाको विस्तृत इन्जिनियरिङ अध्ययनको जिम्मा दिएको थियो । २०७४ असार ३० मा सक्ने गरी २ वर्षको समय दिएर २०७२ असार ३१ मा सम्झौता गरिएको थियो। तर, समयमा काम नसकेपछि अध्ययनका लागि अझ डेढ वर्ष समय थप गरी २९ मंसिर ०७५ सम्म पुर्याइयो । थपेको अवधिमा पनि काम सकेको छैन। अझै म्यादथपका लागि कम्पनीले विभागमा आवेदन दिएको छ।

विद्युत विकास विभागले २० मेगावाट क्षमताको बुढीगंगा अर्धजलाशययुक्त आयोजनाको विस्तृत अध्ययन प्रतिवेदन(डीपीआर) तयार पार्ने जिम्मा पनि इआरएमसीकै लगानीकर्ताहरूको नयाँ कम्पनी उदय कन्सल्टेन्सी र स्मेक कम्पनीको जोइन्ट भेन्चरलाई दिइयो । तर, कन्सल्ट्यान्ट कम्पनीले डेढ वर्षमा पनि डीपीआर तयार पारेन । अर्को एक वर्ष समय थप गरियो । तर, थपिएको समयसमेत काम नगरी बिताएपछि उसलाई २ करोड रुपैयाँ जरिवाना (लिक्विडिटी ड्यामेज) तिराइयो । तर, सोही कम्पनीलाई समय थप गरी पुनः जिम्मेवारी दिनुपर्यो ।
